Set oven to 350°F and coat a 9x13 pan lightly with cooking spray.

Sauté ground beef until browned, drain, then mix in water and taco seasoning. Let it simmer for 5 minutes to thicken.

Spread a layer of refried beans across the dish bottom. Add tortillas on top, trimming edges to fit snugly.

Spoon in half the beef mixture. Add salsa, sour cream, and sprinkle on half the cheese.

Place another layer of tortillas over the mix. Add the rest of the beef, salsa, and finish with the remaining cheese.

Cover tightly with foil and bake for 25 minutes. Take foil off, bake another 5 minutes so the cheese gets melty and golden.

Before serving, scatter green onions and olives on top.
